| Google’s AdWords API service lets advertisers or software vendors to create computer programs that interact directly with the Google AdWords server. With the applications created, advertisers and third parties can more efficiently - and creatively - manage their large AdWords accounts and campaigns.
Each Adwords API user will be issued two "tokens". Developer Token (a.k.a. API token) and Application token.
Developer Token (API Token) is a unique combination of letters, numbers and characters that identify your AdWords API activity. It is your key to talking to the AdWords server and your AdWords accounts.
An Application Token is a unique alphanumeric code that is assigned to each AdWords API application. Its purpose is solely to identify the application that is contacting with AdWords Server.
From 1st of October 2006 Google starts a new Application Token System based on "Paid Quota". Every operation that will be done to your account will require a "Quota unit". Based on Google’s policy, users who advertise their own businesses may be eligible for "Free Operation Quota".
All quota consumption is linked to your Developer Token (API Token). However, beginning October 1 2006, all consumption will be billed at a rate of $0.25/1000 quota units (or local currency equivalent). Periodically, these fees will be charged to your credit card on a threshold-basis, which means that billing will occur when your accrued fees reach specific credit limits. For those of you who also use your credit card to manage AdWords ad spending, please note that the API fees will appear as a separate charge on your credit card. Your API charges will not be included as part of your advertising charges.
What is Quota Consumption?
For example, requesting the status of a single Ad Group would be considered as an operation. Updating the individual bids on 1,000 keywords would equate to 10,000 operations.

When you are signing up for the Developer and Application tokens Google will ask you to update your credit card details. This is because you might be charged for API usage.
Please note: Providing your credit card details does not mean that you will be charged for API usage, if you are eligible for "Free Quota" you will not be charged until you finish your "Free Quota".
